Munson’s Girl Scouts Résumé Meets Her Transgender and Muslim Advocacy - And She’s on Every Ballot
Cyndi Munson still markets five years at Girl Scouts of Western Oklahoma as the story of how she built girls. That council’s own materials say transgender youth are accepted case by case. Her campaign says she fought “attacks on trans kids.” Her Capitol record includes a CAIR Muslim Day citation. November 3 is the governor’s election.
Democratic gubernatorial nominee Cyndi Munson wants Oklahomans to remember the Girl Scouts.
On her campaign’s “Meet Cyndi” page - and on her official House biography - she still leads with roughly five years at Girl Scouts of Western Oklahoma, where she says she provided leadership programs for thousands of girls in low-income schools, juvenile detention centers, and public housing. LinkedIn lists her council roles from December 2010 through February 2015, ending as Funded Initiatives, Strategy and Compliance Manager.
That résumé is not a throwaway line. It is how she introduces herself as a builder of girls before she asks for the whole state on November 3.
The rest of the record is what Girl Scout cookie parents and conservative voters are allowed to put next to that line.
What her council published about sex and gender
Girl Scouts of Western Oklahoma - the same council Munson worked for - publishes a volunteer “Communication on Sensitive Issues” sheet that answers cookie-sale questions about Planned Parenthood, faith, and gender identity.
Under gender identity, the council’s document states:
“GSUSA is an inclusive organization focused on delivering a leadership experience for all girls in kindergarten through twelfth grade. Acceptance of transgender youth is handled on a case-by-case basis, with our top priority being the welfare and best interests of the child and the members of the troop in question.”
The same sheet says Girl Scouts supports girls “from all backgrounds and beliefs” and values “longstanding partnerships with religious organizations across many faiths.”
That is the council’s language, not a Munson floor speech. This desk is not claiming Munson wrote the PDF. The point is simpler: the nonprofit she spent five years inside - and still markets as her formative girls’ work - publishes case-by-case acceptance of transgender youth as part of how adults are told to answer the public.
Nationally, Girl Scouts of the USA’s transgender-inclusion fight was already public during the years Munson worked at the Western Oklahoma council (the Colorado troop story in 2011; national clarification mid-decade). Munson has not, in the materials opened for this desk, published a break with that framework.
What Munson says now about “trans kids”
She does not treat the issue as distant nonprofit history.
Her campaign biography boasts that she “fought against the most extreme measures in the Legislature,” listing “attacks on trans kids” in the same breath as the abortion ban and Bible mandates.
On the House floor in March 2023, opposing a bill to restrict classroom instruction on sexual orientation and gender identity, Munson said the harm lands on LGBTQ Oklahomans:
“There is harm that will be done to our teachers and what happens in our classrooms. But most importantly, it harms LGBTQ Oklahomans,” she said (KGOU). “I have friends who are teachers who are in same-sex marriages. I have friends who have adopted children. They should be able to talk about their families. They should be able to feel safe being who they are.”
In February 2026, during debate on House Bill 3130 - a measure to keep state dollars out of gender-transition procedures - Munson asked the author, Rep. Kevin West:
“I want to know what the obsession is with targeting these children, with targeting these families?”
West answered that he wants to protect children “who are not able to make informed decisions.” Munson later told The Oklahoman that highly emotional personal topics are fine as opinions, “But when we are creating policy that ultimately becomes law, that hinders a person from getting the health care that they need. It harms everybody.”
FOX 25 also captured her calling the state-funds fight a “manufactured” issue.
Conservatives who support sex-based bathrooms, sports, and medical limits for minors do not have to invent Munson’s position. She has stated it on camera, on the floor, and on her own campaign site.
What she said about Muslim constituents - and what she did with CAIR
The Muslim half of this file is not a rumor about private faith. It is public representation and a Capitol program.
In 2017, after then-Rep. John Bennett’s office handed Muslim visitors a questionnaire that included questions about wife-beating and Hamas, Munson issued a statement through the Democratic Caucus. “When a group of constituents brought the list of questions to my office, my heart shattered,” she said (KSWO). “I cannot fathom creating such a barrier to the people that insults my Oklahoma brothers and sisters.”
KSWO noted that the Oklahoma chapter of CAIR is located in Munson’s Oklahoma City district. “They deserve, and do receive, the exact same type of representation as any other group in my district and nothing less,” Munson said.
The next year she went further than a press release.
On March 5, 2018, CAIR-Oklahoma’s 4th Annual Muslim Day at the Capitol listed Rep. Cyndi Munson as a speaker. City Sentinel / CityNewsOKC reported the afternoon program: Islamic prayers at 1:30 p.m. on the second-floor rotunda, followed by a citation presentation from Munson, then legislator visits.
That citation is already part of 46th State’s earlier CAIR accountability piece on Kirt and Munson. This story does not re-try the Holy Land Foundation case. It asks a narrower question for November: the Democrat asking to run Oklahoma’s executive branch still sells Girl Scouts as girls’ formation, still fights Republican sex-and-gender bills as “attacks on trans kids,” and has put an official House face on CAIR’s lobby day inside the Capitol.
Neighbors who worship in Oklahoma City are not the issue. The governor’s race is. Voters get to decide whether that values stack - Girl Scouts résumé, transgender policy defense, and CAIR Capitol partnership - belongs in the office that appoints public-safety leadership.
